Endeavoring in the new era: comprehensive construction of the academy charactering research-education-producing cooperative innovation

    山东省滨州畜牧兽医研究院&山东省农业科学院滨州分院系创建于1963年的原山东省家畜布氏杆菌病防治研究所，曾隶属于山东省农科院、山东省农业厅。1995年经省编委、省科委批准更名为山东省滨州畜牧兽医研究所,2005年12月更名为山东省滨州畜牧兽医研究院，2006年2月经山东省农业科学院批准，加挂“山东省农业科学院滨州分院”的牌子， 2009年4月加挂“山东省农业科学院黄河三角洲高效生态经济研究中心”的牌子。2009年5月吉林大学兽医博士、硕士学位教学科研基地与研究生联合培养基地、吉林大学畜牧兽医学院教学科研基地等在该院成立。标志着该院研学产合作创新进入了新的阶段。
    Shandong Binzhou Animal Science & Veterinary Medicine Academy (SBASVM), also as the Binzhou branch of Shandong Academy of Agricultural Sciences (SAAS), was built in 1963 as the Shandong Livestock Brucellosis Disease Institute. From its earliest years, the institute was subordinated to SAAS and Agriculture Department of Shandong Province. In 1997, approved by the Personnel Department of Shandong Province and the Provincial Science Committee, the institute was renamed as Shandong Binzhou Animal Science & Veterinary Medicine Institute. Thereafter, in December 2005, the Institute was changed to Shandong Binzhou Animal Science & Veterinary Medicine Academy. In February 2006, approved by SAAS, the board of Binzhou branch of Shandong Academy of Agricultural Sciences was put up. In April 2009, the Academy was entitled as Research Center of Yellow River Delta Efficient Eco-economy by SAAS. In May 2009, the Academy established a teaching, research and joint-education base of Doctor’s and Master’s degree with Jilin University, a teaching and research base with the Animal Husbandry and Veterinary Medicine, Jilin University, marking a new stage of research-education-producing cooperative innovation in the Academy.

    Aiming at the forefront of international science and technology and Closely focusing on the development direction and goal of national, provincial and municipal animal husbandry, biomedical industry and rural economy, the Academy works on energetically promoting applied fundamental research, application research, high and new technology research and public welfare technology research, and actively carrying on works including achievement transformation, scientific and technological demonstration, scientific and technological training, and scientific and technological services, providing technological support and services for the development of modern animal husbandry and veterinary industry and biotechnology industry, the protection of food safety and human health, the promotion of rural industry and the targeted poverty alleviation, completing the building of a moderately prosperous society in all respects!
    山东省滨州畜牧兽医研究院技术力量雄厚，现有员工79名，在职员工60名，其中，研究员8名，副研究员30多名，国家万人计划专家、国家有突出贡献的中青年专家、中国青年科技奖获得者、荣享国务院政府特贴专家、全国优秀科技工作者、国家级科技思想库决策专家、农业部高级专家库高级专家、泰山产业领军人才、省十佳中青年科技专家、省有突出贡献的中青年专家1名，泰山学者海外特聘专家1名，泰山学者特聘专家2名，省创新团队岗位专家1名，省政府农业农村专家顾问团专家1名，省禽流感、非洲猪瘟防控专家组专家1名，博士生导师3名，硕士生合作导师12名，市有突出贡献的专业技术人员15名，市青年科技奖获得者20多名，市青年学术技术带头人10多名，博士、硕士学位40余名；全国人大代表、市人大常委1名，市党代表1名，市政协常委1名，全国先进工作者与山东省先进工作者1名，市劳模6名。离退休职工19名，其中，荣享国务院政府特贴专家5名，省劳模2名。
    With a powerful technical force, the Academy has 79 employees (60 on-the-job employees), including 8 researchers and more than 30 associate researchers, one expert of National Ten-thousand Talents Program, one of Outstanding Contribution to the National Middle-aged and Young Experts, one expert of China Youth Science and Technology Award, one expert of Enjoyment of the State Council Special Allowance, one National Outstanding Scientific and Technical Worker, one Decision Consultant of National Think Bank, One expert from the Expert Base of Ministry of Agriculture, one Mountain Tai Industrial Leading Talent, one provincial Top 10 young and middle-aged science and technology experts and one provincial Outstanding Contribution of Middle-aged and Young Experts; one Taishan scholars overseas expert, two Taishan scholars experts, one program expert of provincial innovation team, one provincial governmental consultant of Shandong Agriculture and Rural Advisory Board, one expert of provincial Advisory Board of control and prevention of Avian Influenza and African Swine Fever Diseases, 3 Doctoral supervisors; and also 12 master student supervisors, 15 municipal Outstanding Contribution to Binzhou Middle-aged and Young Experts, more than 20 experts of Binzhou Youth Science and Technology Award, over 10 municipal Youth Academic and Technical Leaders. The Academy presently has more than 40 doctors and masters. There are one deputy to the National People's Congress, one member of the Standing Committee of the Municipal People's Congress, one member of the Standing Committee of the Municipal People's Political Consultative Conference, one party representative of Binzhou City, one national advanced worker and one Shandong advanced worker, 6 municipal model workers. There are 19 retired employees, among them, 5 are honored as Enjoyment of the State Council Special Allowance, one National Outstanding Scientific and Technical Worker, and 2 are provincial model workers.
    全院现拥有国家博士后科研工作站、山东省畜禽用蜂胶疫苗工程技术研究中心、省兽医生物技术重点开放实验室、预防兽医学与动物生物技术重点开放实验室、中英禽病国际合作研究中心、山东省现代产业技术体系羊创新团队疫病防治岗位专家、家禽创新团队、生猪创新团队、牛创新团队、特种经济动物滨州综合试验站等国家级、省级科技创新平台；科技创新系统设有生物技术与生物制品、动物保健品、动物医学、人兽共患病与兽医公共卫生、动物营养与饲料、动物生产与环境控制、食品科技与安全等7个研究方向的创新团队；科研转化推广系统设有山东省畜禽用蜂胶疫苗研究开发推广中心与山东省洼地绵羊繁育技术研究开发中心2个省级成果推广中心、家畜胚胎移植研究开发中心、山东省洼地绵羊原种场、畜禽良种研究推广中心、鲁北兽医诊断中心等平台载体。科技支撑管理服务系统设有办公室、科技处、国际合作处、人才人事教育科（博士后管理办公室）、财务审计室、院工会、团委等。
    The Academy now has a number of national and provincial science and technology innovation platforms, including a national postdoctoral research station, Shandong Propolis Vaccine Engineering Technology Research Center for Livestock and Poultry, provincial Key Open Laboratory of Veterinary Biotechnology, Key Open Laboratory of Preventive Veterinary Science and Animal Biotechnology, China-UK International Cooperation Research Center for Avian Disease, Diseases prevention and control program to Sheep Innovation Team of Modern Industrial Technology System in Shandong Province, Binzhou comprehensive experimental stations for provincial innovation teams including poultry innovation team, pig innovation team, cattle innovation team, and special economic animals innovation team. The Academy has constructed its own science and technology innovation system based on seven innovation teams in fields of biotechnology and biological products, animal health products, animal medicine, zoonosis and veterinary public health, animal nutrition and feed, animal production and environmental control, and food technology and safety. The Academy also developed a scientific research transformation and promotion system by establishing platforms such as two provincial Achievement promotion centers (Research, Development and Promotion center of Propolis Vaccine for Livestock and Poultry in Shandong, and Shandong Wadi Sheep Breeding Technology Research and Development Center), Animal Embryo Transfer Research and Development Center, Shandong Wadi Sheep Stock Farm, Livestock and Poultry Breed Research and Promotion Center, Northern Shandong Veterinary Diagnosis Center. The support management service system for science and technology activities in the Academy was composed of Administration Office, Science and Technology Department, International Cooperation Department, Personnel Education Department (Postdoctoral Management Office), Financial Audit Office, Labor union, Youth League Committee, etc.
    主要研究领域涵盖了山东乃至全国畜牧兽医发展主要领域，在预防兽医学、生物工程、动物保健品与营养、动物繁殖育种等领域形成自身优势。尤其是对绿色畜禽蜂胶疫苗的研究，打破传统疫苗制造常规，独创发明了纳米蜂胶疫苗制造工艺技术平台，居世界领先水平。55年来，先后承担各类科研课题350多项，其中，国家、省、市级科研课题150余项，共获得国家、省、市科技成果奖180多项，制定国家、省标准50多项，获中国发明专利10余项，在国际国内学术刊物发表论文1500多篇，其中有300余篇被SCI、EI、ISTP、Agris等国外权威刊物收录。主编参编学术专著20余部，居世界领先水平的禽霍乱蜂胶灭活疫苗荣获国家发明三等奖，并先后获得国家发明专利证书、国家级新产品证书、国家级新兽药证书和产品批准文号，畜禽用蜂胶疫苗系列产品被科技部列为国家级科技成果重点推广计划，产品已推广到全国30个省、市、自治区，年创社会经济效益20多亿元以上。联合研制的猪瘟耐热冻干保护剂活疫苗荣获山东省科技进步二等奖，产品已推广到全国30个省、市、自治区，年创社会经济效益100多亿元以上。选育的渤海黑牛成为全国八大名牛之一，荣获山东省科技进步二等奖。选育的洼地绵羊以其多胎多羔及放牧舍饲均可的独特特性成为国家审定品种和国家地理标志品种，获山东省科技进步奖三项。
    The Academy’s researches cover the main fields of animal husbandry and veterinary development in Shandong and even the whole country, forming its own advantages in the fields of preventive veterinary medicine, bioengineering, animal health products and nutrition, animal breeding, etc. In particular, the research on green propolis vaccine for livestock and poultry broke the traditional vaccine manufacturing routine, and originally created the nano-propolis vaccine manufacturing technology platform, ranking the world's leading level. After 55 years, many achievements were obtained，including a total of more than 180 Technology Achievement Awards of provinces/cities/districts, more than 20 academic monographs, more than 50 national/provincial standards, over 10 invention patents, and more than 1500 papers published in international and national academic journals, of which more than 300 were recorded by SCI, EI and AGRIS. Especially, the propolis adjuvant inactivated vaccine against Avian cholera, leading the field of vaccine research, won a third-class of National Achievement Awards, and got national certificates of patent, new products, new veterinary medicine and producing license. The product of propolis adjuvant vaccines has been promoted around 30 provinces/cities /regions, which has created social benefits of more than 20 billion yuan every year. The heat-resistant freeze-drying swine fever disease live vaccine jointly developed by the Academy and Lvdu won the second-class prize of Provincial Science and Technology Progress Award, and the vaccine product has also been extended to all over the country, with an annual social and economic benefit of more than 10 billion yuan. The Black Bohai cattle selected and bred by the Academy got the award of “one of the eight famous cattles in China” and second class prize of Provincial Science and Technology Progress Award. The Wadi sheep, with its unique characteristics of multiple births and lambs, both suiting for grazing and house feeding, has become a national approved breed and a national landmark breed, and has also won a third class prize of Provincial Science and Technology Progress Award.
    先后与吉林大学、中国农大、南京农大、华中农大、西北农林、山东农大、青岛农大等联合培养博士后、博士、硕士研究生，已培养毕业博士后、博士、硕士生约100人次；培训全国各地高、中、初级专业技术人员30000余名，培训全国各地养殖能人与专业户数十万人。与英国、加拿大、美国、澳大利亚、德国、日本、韩国、比利时、以色列、南非等国的相关单位建立了合作与交流关系。初步形成了研、学、产相结合，科研、开发、生产、推广、服务一体化的现代化与产业化格局。荣获“全省农业科研与技术推广先进单位”、“山东省畜牧业科技先进单位”、“山东省文明单位”、“滨州市文明单位”、“滨州市人才工作先进单位”、“滨州市科技先进集体”等荣誉称号。
     The Academy has jointly trained more than 100 doctor and master students with universities including Jilin University, China Agricultural University, Nanjing Agricultural University, Huazhong Agricultural University, Northwest Agricultural and Forestry University, Shandong Agricultural University, Qingdao Agricultural University, etc. The Academy has also trained over 30,000 professionals and technical in senior, intermediate and junior classes, and hundreds of thousands of stock raisers and specialized farmers. Furthermore, international cooperation and exchange networking was also established with research institutes in countries such as UK, Canada, US, Australia, Germany, Japan, South Korea, Belgium, Israel, South Africa, etc., forming the modernized and professionalized pattern to combine research, teaching and production and to integrate Scientific research, development, production, promotion and service.
